SPURS have reportedly made a £4million bid for Blackburn Rovers winger Morten Gamst Pedersen.
The Sun suggests that Rovers will reject Tottenham's initial offer.
But it remains to be seen if Juande Ramos will make Mark Hughes an offer he can't refuse for the midfielder.
The left wing is an area of his team that the Spaniard is desperate to improve.
Pedersen, 26, has been a consistent performer for Blackburn this season, giving Rovers excellent crossing ability from both wings, with David Bentley operating on the right.
